BOARD POLICY – 5148.2
The Board of Education recognizes that quality Expanded Learning Opportunities Programs (ELOP) provide eligible students with safe, engaging, and developmentally appropriate environments beyond the regular instructional day. These programs support academic achievement and enrich student learning.
The District shall prioritize offering Expanded Learning Opportunities Programs (ELOP) at school sites in the lowest income communities, as determined by prior year percentages of students eligible for free and reduced-price meals, while maximizing the number of ºÃÉ«ÏÈÉútv and neighborhoods with ELOPs across the attendance area.
The Expanded Learning Opportunity Programs shall be inclusive, culturally responsive, and accessible to eligible students, including English learners, students with disabilities, homeless and foster youth. The programs shall include both academic and enrichment activities and operate before school, after school, and at least 30 non-instructional days outside of their regular school year, free of cost.
The District may contract with qualified outside agencies or community-based organizations to deliver ELOP services. All providers must comply with the requirements set forth in this Policy, relevant Administrative Regulations, and applicable state and federal laws. The Superintendent or designee shall ensure that providers coordinate with school site staff and align program activities with District ºÃÉ«ÏÈÉútval goals.
The Superintendent or designee shall be responsible for ensuring compliance with state and federal requirements, including submission of the annual declaration of intent to operate an ELOP to the Superintendent of Public Instruction.
Every three years, the Superintendent or designee shall review the ELOP plan, including, but not limited to, program goals, program content, and outcome measures.Ìý (Education Code 8482.3, 46120)
